Everybody knows that water Pokemon are the best, and everyone knows that seahorses are super cool. So obviously the cutest seahorse Pokemon is the best Pokemon there is! That's just logical facts. Anyone who has a different favourite Pokemon is wrong, and therefore can not be a Horsea Man.
You would be right to ask what the official policy of the Horsea Men is on Seadra. While Seadra is a more powerful Pokemon, and more badass, Seadra is less cute. Therefore, while Seadra is highly preferable over other Pokemon, we are not with those other Seadra Men, or 'SeaMen' for short. We are specifically Horsea Men.
